Monthly Board Highlights - June 2018

If you were unable to attend the June 12, 2018 Board of Trustees meeting, here are some of the actions that took place.

Special recognition was given to Clovis Community College student athletes Kalina Goodarzi from the women's soccer team and Sergio Gonzalez from the men's soccer team. They were awarded 3C4A Honor Roll recognition and received a framed certificate and a $100 cash award from the California Community College Athletic Association. Kalina was present and will be transferring to UC San Diego. Former Student Trustee Cody Sedano was introduced as the new district representative for Senator Andy Vidak. He will be replacing Claudia Salinas who will be attending law school.

The Board of Trustees heard the following reports and presentations:

  • Bob Petithomme of Darden Architects gave a progress update on the district wide Facilities Master Plan.
  • The final FMP will be presented to the Board in the latter part of 2018.
  • Vice Chancellor Miktarian provided an overview of the current draft Five-Year Construction Plan. The final plan will be brought back to the Board of Trustees at the July board meeting for approval to submit to the state chancellor's office by August 1, 2018.
  • The Personnel Commission budget for the 2018-2019 Fiscal Year.

The Board of Trustees approved the following:

  • The Proposed 2018-2019 SCCCD Tentative Budget as presented.
    The collective bargaining agreement between State Center Community College District and the State Center Federation of Teachers Full-Time Bargaining Unit for 2018-2021.
  • The collective bargaining agreement between State Center Community College District and the State Center Federation of Teachers Part-Time Bargaining Unit for 2018-2021.
  • Darden Architects, Inc. as architect for the Fine & Performing Arts Center at Reedley College.
  • Paul Halajian Architects as architects for the new Oakhurst Community College Center campus.
  • The naming of the Reedley College Tiger Basketball Court to the Paul Mitchell Basketball Court.
  • Fresno City College, Reedley College and Clovis Community College curriculum proposals for Spring 2018, Summer 2018, Fall 2018, Spring 2019, Fall 2019, and Summer 2019, as submitted. 

Academic personnel transactions including the following hires:

  • Donna Berry - Interim President at Reedley College
  • Robert Pimentel - Vice President Educational Services & Institutional Effectiveness at Fresno City College
  • Marco De La Garza - Vice President Student Services at Clovis Community College

The following resignations:

  • Dr. Sandra Caldwell - Reedley College President
  • Greg Taylor - General Counsel
  • Kelly Fowler - Clovis Community College VP of Instruction & Student Services

The following retirement:

  • Ed Eng -Vice Chancellor, Finance & Administration, July 31, 2018

Classified personnel transactions as submitted including:

  • Roseanne Susoeff - Administrative Aide, Public & Legislative Relations Office
  • Reorganization of Clovis Community College's Student Services division and change the title of the Director of Student Success, Equity, and Outreach, to Dean of Student Services with Gurdeep Hébert continuing in the position.
  • Representatives and alternates to serve on the State Center Adult Education Consortium Board through June 2020.
  • The Summer 2019 Study Abroad Program in Brazil, Germany and Austria, Costa Rica and Florence.

Adopted:

  • The Cooperative Work Experience Education Plan for State Center Community College District: Fresno City College, Reedley College, Clovis Community College, Madera Community College Center, Oakhurst Community College Center.
  • Resolution in connection with Governing Board Member Election, November 6, 2018.
  • Resolution of intention to dedicate Right of Way Easements to Pacific Gas & Electric at Reedley College for the Reedley Middle College High School.

Approved the following grant agreement recommendations:

  • Free Market Economics Mini-Grant ($3,000) at Clovis Community College from Acton Institute for course development of Intro to Social-Political Philosophy and hosting a short film on the ethics of poverty.
  • Fresno City College has received a ($69,519.67) renewal agreement with the California Department of Education Nutrition Service Division to provide the California Professional Nutrition Education and Training (Cal-Pro-NET) Center at Fresno City College.
  • Fresno City College has received a ($120,000) renewal agreement from Office of Statewide Health Planning and Development to support instructional and administrative costs of the Associate Degree Nursing program and will allow ten nursing students to enroll in the two-year program starting with the fall semester.
  • Reedley College has a ($60,000) agreement from Chabot-Las Positas Community College District for the Education Futures Project to address the anticipated teacher shortage.
  • Clovis Community College has a ($60,000) agreement from Chabot-Las Positas Community College District for the Education Futures Project to address the anticipated teacher shortage.

The Board came out of Closed Session and reported:

  • A salary adjustment for the three college presidents and the chancellor by 1.5% retroactive to July 1, 2017 and provide a one-time, off-schedule bonus payment of 1.5% for the 2017-2018 year, consistent with what was provided to CSEA, POA, Confidentials, Classified Management, and Academic Management. There was a separate motion to adjust the annual salary for the Chancellor 6% effective July 1, 2018 and 6% effective July 2019 contingent upon receiving a satisfactory evaluation for the 2018-2019 year.
  • A move to expel a student for one year from all campuses.
  • The termination of an Office Assistant III from the May 1st Closed Session now that the appeal process has ended.
