Title IX Complaint Form

Title IX of the Education Amendments of 1972 is a federal civil rights law that prohibits sex discrimination on the basis of sex in education programs, including athletic programs, or activities that receive federal funding.

“No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance.”

Under Title IX, discrimination on the basis of sex can include sexual harassment, rape, domestic violence, dating violence, sexual assault, and stalking.

Incidents that occur on or off campus may be investigated under Title IX as long as the District has jurisdiction. When determining jurisdiction the District needs to consider if an incident could contribute to a hostile educational environment, or interferes, or denies access to an educational program or activity for parties involved. Off-campus incidents may not fall under Title IX jurisdiction, unless the District has control over the respondent, and the discrimination occurred in a location owned or controlled by an officially recognized student organization.

In addition to Title IX, State Center Community College District’s Student Code of Conduct along with its Nondiscrimination and Anti-Harassment Policy prohibit sex discrimination, sexual harassment, and sexual violence of any kind. Retaliation against anyone who makes a complaint, who participates in any complaint-related process, or is perceived to have participated in any complaint related process, is not tolerated.
