Monthly Board Highlights - January 2019

If you were unable to attend the January 8, 2019 Board of Trustees meeting, here are some of the actions that took place.


The Board heard the following reports and updates:

  • Academic Senate Report by Karla Kirk
  • Classified Senate Report by Susi Nitzel

The 2017-2018 District Audit Report by Vice Chancellor Cheryl Sullivan and Jeff Jensen of Crowe LLP revealed a clean audit with no findings.


Accepted:

  • The 2017-2018 District Audit Report

Authorized:

  • Renewal of licensing agreement for virtual instructional software, District wide
  • Award of bid for new chiller addition in the District Office relocation project

Approved the following:

  • Academic Personnel transactions, as submitted
  • Classified Personnel transactions, as submitted
  • 2018-2019 Annual District Strategic Plan Objectives #4 and #5
  • 2018 Annual Strategic Objective #4:
    SCCCD is committed to supporting a process of pathways and promise for student success.
  • 2018 Annual Strategic Objective #5:
    SCCCD is committed to support alignment of college goals with Vision for Success and the Student-Centered Funding Formula.
  • 2019-2020 Residence Hall and meal plan rates at Reedley College
  • 2019-2020 tuition rate for nonresident students

Architect agreements for maintenance and operations relocation and new District Office relocation:

  • Construction contract increase to BMY Construction Group, Inc.
  • Ratification of CUPCCAA Informal Bid Award to Cencal Services, Inc. for demolition and abatement of two-story apartment building located at 1604 E. Cambridge Ave.

Fall 2018, Spring 2019, Summer 2019, and Fall 2019 Curriculum Proposals for Fresno City College and Reedley College:

  • Out-of-state Fresno City College student travel to Reno Jazz Festival
  • Out-of-state student travel for Reedley College Upward Bound Program to Washington D.C.

Grant Agreements:

  • Out-of-state Fresno City College student travel to Reno Jazz Festival
  • Out-of-state student travel for Reedley College Upward Bound Program to Washington D.C.

Grant Agreements:

  • FCC received a new $25,000 grant from Kaiser Community Benefit Grant to support the Ram Pantry’s Team HEAL (Healthy Eating, Active Living).
  • RC received a $20,000 renewal from the Mitsuoka Endowment grant for the Central Valley Promise.
  • FCC received an amended $20,687 agreement from the California Department of Education.
  • FCC received an amended $15,321 agreement from the California Department of Education.

Final Resolution and Contract for CalPERS Safety Retirement Benefit Plan for the Peace Officers’ Association

Held a Public Hearing on the California School Employees Association and the State Center Chapter #379 Tentative Agreement Board Policy Motion Failed

  • The motion was to approve the formation of an Ad Hoc Committee under Board Policy 2715 to determine whether allegations of trustee misconduct had occurred.
  • At the December Board meeting, there was an exchange between Trustees Payne and Kahn in open session regarding Trustee Payne’s nomination to serve as Board Vice President. Trustee Kahn stated he had concerns about Trustee Payne’s conduct. Trustee Payne stated Trustee Kahn lied and his comments were defamatory.
  • Under Board Policy 2715 – Code of Ethics and Standards of Practice, the Board will “investigate the factual basis behind any charge or complaint of Trustee misconduct.”

Trustees voting for the motion included: Ikeda, Caglia and Kahn

Trustees voting not to follow the Board Policy included: Leal, Payne, Gomez and Perea


The Report from Closed Session included:

The Board voted unanimously to ratify the California School Employees Association and its State Center Chapter #379 Tentative Agreement.

The Board voted unanimously to adopt the 2018-2019 new CSEA salary schedule.

The Board voted unanimously, with Trustee Kahn abstaining, to adopt the 2018-2019 new confidential salary schedule.

The Board voted unanimously to adopt the 2018-2019 new management salary schedule.
