If you were unable to attend the April 6, 2021 Board of Trustees meeting, here are some of the actions that took place.

Approved the following Grant Agreements:

America Rescue Plan - Higher Education Emergency Relief Fund III Fresno City College, Reedley College, and Clovis Community College has received funding from the United State Department of Education for the America Rescue Plan. The new coronavirus stimulus bill earmarks nearly $39.6 billion for a third round of funding into the Higher Education Emergency Relief Fund. The colleges are required to allocate at least fifty percent (50%) of funding to students in the form of emergency grants. The distribution is as follows:

  • Fresno City College $46,894,000
  • Reedley College $18,560,000
  • Clovis Community College $12,276,000

Fresno City College has received a new $512,158 K-16 Collaborative sub-agreement from California State University, Fresno Foundation. The funding will provide resources to expand the dual enrollment efforts for the Accounting and Financial Management Pathway at Fresno United School District, Central Unified School District, and Washington Union Unified School District. The funding will be received over eighteen months.

The District Office and Reedley College have each received $200,000 Innovation and Effectiveness Grant agreements from Santa Clarita Community College District. The funding will provide the District Office the resources to develop emergency operations plans for the District Office, Fresno City College, and Madera Community College and align the plans with Clovis Community College and Reedley College so there is Districtwide consistency. The funding will provide Reedley College the resources to establish guiding principles for implementing non-credit course and programs by research and data collection, connecting with potential partnering organizations, create a fiscal viability plan and staffing model, and provide professional development.

Madera Community College has received a $128,000 CCC Finish Line Scholars sub-agreement from the Foundation for California Community Colleges. The funding will provide resources to distribute emergency financial aid to help students overcome the short-term financial barriers that may prevent them from beginning or staying enrolled in community college.

Reedley College has received a $30,000 Mitsuoka Endowment Fund agreement from the Central Valley Community Foundation. The funding will provide the children in Dinuba, Reedley, and Orosi, college and career exploration and on campus experience for sixth graders.

Fresno City College has received a $200,000 renewal Song Brown Health Care Workforce Training Act agreement from the Office of Statewide Health Planning and Development. The funding will be used to support the administrative and instructional costs of the Associate Degree Nursing program and will allow ten students to enroll in the two-year program starting with the fall semester. The funds will be received over two years.

Fresno City College and Reedley College both received additional funding from the United States Department of Education for the CARES Act Minority Serving Institution Program to assist colleges with ongoing expenses related to the COVID pandemic. FCC receiving $1,560,961 and RC $585,541.

Fresno City College has received an amendment agreement from Rancho Santiago Community College District. The amendment extends the term of the Regional Director, Information and Communication Technologies agreement by six months and provides an additional $50,000.


Closed Session

Following closed session convened on April 6, 2021, the board reports as follows:

  1. On April 7, 2020, the Board of Trustees of the State Center Community College District, unanimously took action to terminate a permanent Police Officer at State Center Community College. On March 16, 2021, the State Center Community College District Personnel Commission upheld the termination of the classified employee. The Board’s action has now become final.
  2. The Board of Trustees voted 7 to 0 to approve the settlement agreement in EEOC Case No. 485-2021-00036. Glen Foth agreed to waive and release all claims against the District and to dismiss and close his EEOC charge in exchange for the opportunity to meet with the chancellor for 30 minutes regarding his complaints and to present his complaints to the board in closed session for 30 minutes.
